Paul Keller, the man who eventually confessed to arson, had always been fascinated with fire and became increasingly unstable after the failure of his marriage. The film looks for answers by interviewing family and friends and also looking at his childhood. Paul Keller himself is also interviewed and he shares his thinking as to why he terrorized half a state with his crimes.
